We say this a lot because it's the single most common mistake we find on service calls: a perfectly good window, installed with no sill pan or with flashing taped in the wrong order, will leak. Water runs downhill and outward — every layer of flashing has to be lapped so the one above sheds onto the one below, all the way down to the sill pan that catches anything that gets past the frame.
